Currently, we are involved in a proposed project for the replacement and modernization of the Beacon Light System at the Dondra Head Lighthouse (Devinuwara Lighthouse), Southern Province, Sri Lanka In this regard, we request your company to submit a detailed Technical and Commercial Proposal for a suitable Marine Lighthouse Beacon System complying with the attached project requirements and specifications The Dondra Head Lighthouse is a critical marine navigation facility operated by the Sri Lanka Ports Authority, and the proposed system is expected to restore long-range marine visibility while complying with international lighthouse and marine navigation standards submit your proposal considering the following requirements and conditions 1. Required/Proposed Beacon Specifications refer to the attached technical requirement document for the expected specifications and project scope, including but not limited to Marine Lighthouse LED Rotating Beacon Optical Range: Minimum 24–28 Nautical Miles Flash Characteristic: Fl W 5s Marine-grade construction suitable for corrosive coastal environment Remote monitoring capability IALA compliance requirements Solar/UPS backup compatibility 2. Proposed Product Details provide Proposed model and system configuration Full technical specifications and catalogues Optical performance details Power consumption details Mechanical drawings and dimensions Compliance certificates and standards Expected operational lifetime List of major components Recommended spare parts list 3. Manufacturer Authorization / Sri Lanka Representation It is required that the manufacturer agrees to appoint or work through an Authorized Agent/Representative for Sri Lanka for supply, technical coordination, after sales support, and future maintenance support clearly indicate Existing local representative details (if available) OR Willingness to appoint an authorized local agent in Sri Lanka 4. Scope of Supply & Services clearly specify your proposed supply methodology, including Supply only basis Supply, installation, testing & commissioning basis Supervision of installation by OEM engineers If OEM engineers are proposed to visit Sri Lanka, provide Number of personnel Duration of stay Scope of supervision/services 5. Factory Acceptance Test (FAT) The proposal shall include Detailed Factory Acceptance Test (FAT) procedure FAT location Duration of FAT Number of participants allowed from client side Scope of testing during FAT separately indicate all FAT-related costs 6. Training Requirements It is mandatory to provide operational and maintenance training for at least one (01) end-user personnel Include Training duration Training location Training syllabus/content Whether training is conducted at OEM facility or on-site in Sri Lanka Certification details All training related costs including travel, accommodation, meals, local transportation, and training materials shall be separately indicated 7.
